The U.S. Department of Housing and Urban Development (HUD) provides annual grants through its Community Development Block Grant (CDBG) Program on a formula basis to states, cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. Eligible activities include community facilities and improvements, housing rehabilitation and preservation, development activities, public services, economic development, planning, and administration.

The CDBG program is authorized under Title 1 of the Housing and Community Development Act of 1974, Public Law 93-383, as amended 42 U.S.C. 5301 et seq. The program was designed to reinforce several important values and principles of community development:

  • CDBG's flexibility empowers people and communities to design and implement strategies tailored to their own needs and priorities.
  • CDBG's emphasis on consolidated planning expands and strengthens partnerships among all levels of government and the private sector in enhancing community development.
  • CDBG's technical assistance activities and set-aside for grantees builds the capacity of these partners.

Union County became an entitlement grantee in 2016 and began receiving an annual allocation of CDBG funds from HUD on July 1, 2016.

CAPER - 2022 Draft Report

Septic System Repair Program

The Septic System Repair Program helps low and moderate-income homeowners rehabilitate their septic systems. To qualify, applicants must reside in Union County and meet eligibility requirements.  

The application period for our septic system repair program is now closed. However, plans are currently underway to offer this program again. Please check this page for future updates and an announcement about the next application period.

Five-Year Consolidated Plan

In order for Union County to receive CDBG entitlement funds, the County must prepare a five-year strategic plan that identifies housing and community needs, prioritizes these needs, identifies resources to address needs, and establishes annual goals and objectives to meet the identified needs. This plan is known as the Five-Year Consolidated Plan and outlines a strategy for the County to follow for the use of CDBG funding to achieve the goals of the CDBG program.

Annual Action Plan

The Five-Year Consolidated Plan includes an Annual Action Plan for the first year of the consolidated plan. After the first program year, the consolidated plan is amended with an Annual Action Plan for each subsequent program year. The Annual Action Plan describes the funding levels and activities to be undertaken during the individual upcoming program year for the CDBG program to address the priority needs and objectives outlined in the Five-Year Consolidated Plan.

Consolidated Annual Performance and Evaluation Report (CAPER)

The Consolidated Annual Performance and Evaluation Report focuses on resources that were committed and expended during a specified period.

Analysis of Impediments to Fair Housing Choice

The Analysis of Impediments to Fair Housing Choice is a study that recipients of HUD grant funds must undertake every five years as part of their obligation to affirmatively further fair housing under the Fair Housing Act, known as Title VIII of the Civil Rights Act of 1968. The Fair Housing Act guarantees protection from discrimination when renting or buying a home, getting a mortgage, seeking housing assistance, or engaging in other housing-related activities and prohibits discrimination in any real estate transaction based on disability, race, sex, color, national origin, religion, and family status.
